This proposal is similar to the one proposed by Sens. Schumer and Lee: http://www.nationaljournal.com/congress/report-senate-bill-would-give-visas-to-wealthy-foreign-homebuyers-20111020

My problem with these proposals is they miss the mark in avoiding to help blighted areas.
